Dairy processing hub opportunities in Westmoreland County PA

Focusing on cheese production and extended shelf life milk

Food21 of Pennsylvania is exploring a $20 million initiative to establish a dairy processing hub in Westmoreland County. This proposed facility aims to integrate cheese production, extended shelf life milk processing, an AgTech research center, a demonstration farm, and waste-to-energy infrastructure. Salem Township has emerged as a leading candidate for this comprehensive site, designed to assist local dairies in accessing higher-value markets while reducing transportation and disposal expenses that strain farm budgets.

 

A feasibility study conducted by Fourth Economy consultants indicates that the region possesses sufficient milk supply and market demand to support a mid-sized dairy hub. The study highlights Salem Township as a prime location for development. An executive summary from Food21 outlines a campus featuring an extended shelf life milk processing line, a cheese plant specializing in Italian-style cheeses, an AgTech research center, a demonstration farm, and an anaerobic digester. Projections suggest that most processing and research components could achieve positive operating income within several years, contingent upon demand growth and access to affordable financing.

 

The project has already secured initial public support. The Pennsylvania Agricultural Innovation Grant Program has awarded $30,000 to Food21 for site planning of the Southwestern Pennsylvania Dairy Hub. This grant positions the proposed hub among other state initiatives focused on converting farm waste into renewable energy and enhancing processing capacity. Food21 organizers intend to use these funds to transition from the feasibility phase to more in-depth engagement with potential tenants and investors.

 

Local farmers emphasize that a nearby processing facility could be pivotal in sustaining their operations. Producer Wayne Frye reports spending approximately $150,000 annually on milk transportation. Similarly, Hopeway Dairy ships milk to Turner Dairy Farm in Penn Hills to fulfill institutional contracts, incurring additional mileage and costs. Vince Mangini, Food21’s Value Center Manager, has expressed interest in partnerships that would enable farmers to develop branded or value-added products and has discussed pilot projects with external AgTech partners. County economic development officials are in ongoing discussions with Food21 about Westmoreland County's role in this endeavor. Local reports estimate the project's cost at around $20 million, depending on the final construction scope.

 

The feasibility study places the anaerobic digester at the core of the hub’s sustainability strategy. The model's success depends on securing sufficient feedstock, financing, and partnerships to ensure the digester's financial viability. Both Fourth Economy and Food21 indicate that the processing and research components could achieve positive operating income once these conditions are met. However, additional commitments from farmers, companies, and other stakeholders are necessary to progress from planning to construction. If realized, organizers believe the Southwestern Pennsylvania hub could serve as a model for similar dairy and AgTech projects in other regions.
