"PA Lawmakers Crack Down on Chronic Toll Scofflaws with Tougher Penalties"

Pa. Lawmakers Target Chronic Toll Scofflaws with Harsher Penalties

With more than $200 million in unpaid tolls, legislators move to protect law-abiding drivers from footing the bill.

The bell may soon toll for those dodging tolls on Pennsylvania’s highways.

Senate President Pro Tempore Kim Ward (R-Westmoreland) and Sen. Judy Ward (R-Blair) plan to introduce legislation that would impose tougher consequences for repeat toll evaders, according to a memo released last week. The proposal comes amid growing concern over rising losses on the state’s 565-mile turnpike network, which includes I-76, I-476, the Mon-Fayette Expressway (PA-43), PA-66, and sections of PA-576 and I-376.

Officials say unpaid tolls now exceed $200 million statewide, even though collections still capture more than 90% of total fees. Kim Ward said the initiative is aimed at stopping “egregious” offenders and ensuring that taxpayers don’t shoulder the financial burden.

“The Pennsylvania Turnpike is a critical part of our Commonwealth’s transportation infrastructure,” Ward said, emphasizing that toll revenue is essential to keeping the system running.

Under the proposed bill, drivers with an active suspension for unpaid tolls who continue to use turnpike roads could face criminal trespassing charges. Those who deliberately rack up more than $10,000 in unpaid tolls could be charged with a third-degree felony.

Judy Ward added that every unpaid toll effectively shifts costs onto responsible motorists, who continue to face rising fees. In fact, tolls rose again this year by 4%—the 18th consecutive annual increase—bringing the typical passenger vehicle E-ZPass fare from $1.86 to $1.94 and Toll By Plate fares from $3.72 to $3.88.

The memo indicates that the bill will be introduced in the General Assembly soon.
