Westmoreland County, Pennsylvania, is set to undergo substantial infrastructure improvements, thanks to millions of dollars in funding allocated from various federal and state programs.
The American Rescue Plan Act (ARPA) has provided the county with a total of $105.3 million in State and Local Fiscal Recovery Funds. These funds are being strategically distributed to support small businesses, municipal governments, fire departments, and nonprofits, aiming to mitigate the impacts of the COVID-19 pandemic and bolster the local economy.
In addition to ARPA funds, the county has secured Redevelopment Assistance Capital Program (RACP) grants totaling $5 million. Notably, the New Kensington Advanced Manufacturing Park Redevelopment project received $3 million to demolish outdated structures and prepare the site for new construction, enhancing opportunities for manufacturing and technology enterprises.
Further bolstering the county's infrastructure, the Pennsylvania Infrastructure Investment Authority (PENNVEST) approved nearly $9 million in low-interest loans and grants for critical wastewater infrastructure projects. This includes the construction of a sanitary sewer collection and treatment system along Route 31 in Donegal Township, addressing longstanding environmental and public health concerns.
Moreover, the county's municipalities are benefiting from the Local Share Account (LSA) program, funded through gaming revenues. For instance, Bolivar Borough received $487,134 to replace a failing storm sewer system, and the City of Latrobe was awarded funds to upgrade police equipment, including radios, body cameras, and drones, enhancing public safety and emergency response capabilities.
