West Virginia University Health System has finalized an agreement to acquire Independence Health System, extending its reach throughout Western Pennsylvania.

 

The acquisition brings five more hospitals, outpatient clinics, and nearly 1,000 providers into WVU Health's network, serving Westmoreland, Butler, and Clarion counties.

 

Leaders from both health systems say this partnership aims to safeguard and strengthen community-based care.

 

WVU Health CEO Albert L. Wright Jr. and Independence Health CEO Ken DeFurio highlight plans to expand access and bolster local healthcare stability.

 

Pending regulatory approval, $800 million will be invested across five years to modernize technology, renovate facilities, and overhaul patient services, including new outpatient spaces and advanced electronic records.

 

This deal illustrates a growing wave of consolidation as regional providers seek financial stability and expanded offerings. Employee roles will be maintained, and WVU’s insurance unit, Peak Health, is set for further growth.

The Pennsylvania House has passed a bill to restrict student cellphone use during school hours, setting the stage for possible statewide rules as early as the 2027–2028 school year.

 

Spearheaded by Rep. Mandy Steele of Allegheny County, the legislation covers both public and private schools, but allows exceptions for students with disabilities, medical needs, language barriers, or urgent family issues.

 

School principals would have flexibility to grant additional exemptions, including for instructional reasons.

 

Backed by a bipartisan majority in a 126–75 vote, supporters say limiting phones will benefit student focus and well-being.

 

However, several lawmakers voiced concerns about overriding local control, arguing that most districts already have their own policies.

 

As the measure evolved to add more flexibility, some initial opponents shifted to support. The bill now heads to the Senate for further review before a potential signature from Governor Josh Shapiro.

Masters Trailside Tavern (Export)

If you’ve spent any time in Export, you likely know Tony DeCesare and his family from their popular neighborhood staple, Jigger’s Pub. Now, right across the street, Tony and his 28-year-old son, Santino DeCesare, have opened Masters Trailside Tavern. Operating in a soft-opening phase as of late May 2026, the restaurant breathes fresh life into a historic 1800s building that formerly housed Master Auto Supply. The DeCesares completely transformed the empty storefront from scratch using beautiful reclaimed wood and salvaged materials, naming the venue as a heartfelt tribute to the building’s late previous occupant, Mark Manovich.

While Jigger's Pub is beloved for its classic fried bar food and wings, Masters Trailside Tavern represents a culinary step up without losing that welcoming, down-to-earth feel. Partnering with seasoned local chef Charles Ney, the tavern operates a true scratch kitchen. The anchor concept is what Santino calls "upscale American bar food"—finding a culinary middle ground that serves up robust, homey comfort foods made with top-tier, consistent ingredients. We ended up having all the pieces in place, and we saw that the town was going to be able to support it."

A deeply missed community favorite has officially made its grand return to Hempfield. SpectroDolce, a unique confectionary shop owned by Rick Murray of Achieving True Self, opened its doors on the first floor of the Westmoreland Mall during the first week of June 2026. This isn't the shop's first time in the mall—it originally operated there for a few years starting in 2021 before a brief hiatus. The community’s fondness for the business never faded, and when the former Main Street Sweets space became available, the team knew it was time to bring the magic back to Westmoreland County.

SpectroDolce's menu is an absolute dream for anyone with a sweet tooth. Visitors can indulge in custom ice cream cones, thick milkshakes, frozen fudge drinks, Belgian waffles, and even trendy treats like Dubai chocolate-covered strawberries. But what truly makes this candy and dessert shop special is its profound mission: providing widely applicable, foundational job skills to individuals with autism. Partnering with dedicated job coaches who build personalized work plans and guide training, the shop acts as a supportive learning hub for first-time employees who face an incredibly high national unemployment rate.

The heart of SpectroDolce is entirely about bridging service gaps and inspiring the broader business community to recognize the diverse talents of local workers. Bryan Kiger, a consultant who originally founded the business concept after working as a therapeutic staff support, explained the vital need for a business like this. Kiger noted that many individuals have zero work experience and simply need a "softer landing spot to start to gain some of those basic employment skills." Owner Rick Murray echoed this community-first sentiment, sharing with TribLIVE: "We want other employers to also be open to and celebrating the idea of employing individuals [with autism] and recognizing their unique talents and the ways they can help improve a business."

There is a vibrant new aroma wafting along Route 30! On Friday, May 29, 2026, Plaza Azteca officially opened the doors to its highly anticipated Hempfield location, right outside the Westmoreland Mall. Taking over the expansive, 15,000-square-foot two-story building that previously housed the IronRock Tap House, the property underwent several weeks of intensive renovations to bring a bright, fresh, and energetic Mexican dining experience to local residents. Local real estate advisers and community members alike have expressed massive excitement about filling the prominent, vacant highway staple with such a popular destination.

Plaza Azteca is widely celebrated for its extensive menu, bringing a robust lineup of authentic Mexican dishes to the local food scene. The Hempfield location features full brunch, lunch, and dinner options, ranging from their famous tableside fresh guacamole to a wide variety of sizzling fajitas, enchiladas, and premium beverage selections. The beautiful two-story building also boasts a fantastic outdoor patio, making it a premier spot for summer dining in the county.

Latrobe Authority Manager Honored at the State Level

A familiar name from right here in Westmoreland County got some well-deserved recognition in Harrisburg. Hempfield High School's Big Makeover Gets Underway

It's officially happening — one of the county's landmark school buildings is getting a long-awaited transformation. Hempfield School District is moving forward with its high school renovation. Bids came in about $30 million under budget, work is expected to begin June 1 and wrap up by June 2029, and a two-story addition on the front of the school connecting the auditorium to the pool is a focal point of the renovation. The district will build the addition as part of the project's first phase, designed to serve as an innovation center containing offices for an innovation lab, collaborative spaces, flexible-use classrooms, a media center, and school store. That's a big win for students and families in Hempfield for generations to come!

Pleasant Valley Rescue Ranch — Where Horses Find a Second Chance

If you haven't heard of this gem in Murrysville, now's your chance. The Pleasant Valley Rescue Ranch in Murrysville serves as a foster home, orphanage, retirement home, and palliative care retreat for unwanted horses and ponies, regardless of age, breed, or condition. Ranch owner Rachelle Rizzo and a team of volunteers recently hosted a community event at the ranch. Rachelle and her volunteers quietly do heartwarming work every single day for animals that have nowhere else to go. If you love horses — or just love a good cause — this one's worth knowing about.

Westmoreland County Libraries Open Doors to Local Museums — For Free!

This one is a quiet hero story about the power of community partnerships. Westmoreland County Libraries has partnered with several regional museums to offer free general admission to library-card holders for up to two adults and four children. Passes can be obtained for Historic Hanna's Town, West Overton Village, the Westmoreland Museum of American Art, Fort Ligonier Museum, the Lincoln Highway Experience, the Greensburg Volunteer Fire Department, and the historic Bushy Run Battlefield. Passes can be checked out for one week. This is an incredible opportunity for families, especially this summer!

Lead Paint Still a Threat — But Help Is Available

This is an important health issue flying under the radar for many residents. The Community Development Division has received $5.7 million in federal funding to continue lead-paint abatement and home-hazard remediation programs, and is currently accepting applications from eligible households. HUD awarded the county $5 million to continue its Lead Safe Westmoreland Program, with funds designated to address lead-based paint hazards in approximately 144 housing units over a four-year period. A $700,000 Healthy Homes Supplemental Grant was also awarded to support efforts to remediate mold and other home health and safety hazards.

If you or someone you know lives in an older home in Greensburg, Jeannette, Latrobe, New Kensington, or other targeted communities, this program could make a real difference.


Arts Funding Is Available — Apply Before Summer Ends

Local nonprofits doing creative work in our community have a funding opportunity on the table right now. The Westmoreland County Bureau of Parks and Recreation is offering grants to non-profit organizations to support arts-related projects and activities that will benefit Westmoreland County residents. These grants — made possible by the County Commissioners — cover music, theater, dance, puppetry, and other performing and visual arts. Grant funds are available for projects taking place from June 1 to December 31, 2026.

"Clays for a Cause" — Shoot for a Good Cause at Shamrock Sporting Clays

Here's a fun one for the outdoor enthusiasts in the family! Shamrock Sporting Clays will host the second annual "Clays for a Cause" at 10 a.m. June 12 at 624 Humbert School Road in Rockwood. Proceeds from the event will benefit the nonprofit social services provider Westmoreland Community Action. Shotguns and ammunition will be provided, but participants may bring their own supplies. Westmoreland Community Action helps low-income families across the county — so your fun day on the range goes a long way.

The Westmoreland Heritage Trail is actively seeking volunteers, and the organization encourages anyone interested to sign up on their website. The trail covers nearly 18 miles of scenic walking and biking paths connecting communities from Saltsburg to Trafford — and it takes community hands to keep it beautiful.


Westmoreland Land Trust — Free Nature Programming for Kids & Families

If you have young nature lovers at home, this one's for you! The Westmoreland Land Trust is offering free "Nature Make & Take Days" running June 1 through August 5, held at Meadowlark Nature Park on Mondays from 10 a.m. to noon, and at Saint Xavier Nature Preserve on Wednesdays from 3–5 p.m. Families can drop by for free nature projects, then explore the trails. No cost and no registration required.
