Affordable housing solutions in Westmoreland County, PA

housing action plan and housing shortage initiatives for the community

Governor Josh Shapiro has introduced Pennsylvania's inaugural Housing Action Plan, aiming to provide every resident with access to safe, stable, and affordable housing. This comprehensive strategy seeks to address the housing shortage and enhance affordability across the state.

In Westmoreland County, the need for affordable housing is particularly pressing. Recent data indicates that approximately 5,800 subsidized housing units are available in the county, with about 11% currently unoccupied and ready for rent. This underscores the ongoing demand for accessible housing options in the region.

To tackle these challenges, several local initiatives have been launched. The Westmoreland County Housing Authority (WCHA) has developed properties like Odin View Apartments, a non-smoking building offering 47 units exclusively for residents aged 62 and older. These units are subsidized, with rent based on 30% of the tenant's monthly income, ensuring affordability for seniors.

Additionally, the Troutman Building Apartments in Greensburg provides 27 one-bedroom units for elderly residents, featuring amenities such as included utilities and coin-operated laundry facilities. These efforts reflect a commitment to expanding housing opportunities for the county's aging population.

Non-profit organizations are also playing a vital role. Homes Build Hope, for instance, operates nearly 140 housing units throughout Westmoreland County, including areas like East Vandergrift, Irwin, Jeannette, Greensburg, Latrobe, and Derry. Their mission focuses on providing high-quality, safe, and affordable housing options to low-income individuals and families, thereby addressing the housing shortage at the grassroots level.

The Westmoreland County Homeless Advisory Board (WestCoHAB) has established subcommittees to enhance housing accessibility and affordability. These include the Homeless Engagement and Pathways to Affordable Housing subcommittees, which work on outreach efforts and developing strategies to prevent homelessness and increase affordable housing options.

Governor Shapiro's Housing Action Plan emphasizes building and preserving Pennsylvania's housing stock, expanding housing opportunities, and modernizing housing development regulations. By aligning state and local efforts, the plan aims to create a coordinated approach to effectively address the housing challenges faced by communities like Westmoreland County.

These combined efforts signify a proactive approach to mitigating the housing shortage and ensuring that affordable housing is accessible to all residents of Westmoreland County. Through collaboration between government initiatives and community organizations, the goal of providing safe and affordable housing is becoming increasingly attainable.
